The ENAEP Parent Advisory Committee guides and informs the Eastside Native American Education Program. We welcome any and all Parents/guardians, community members, as well as students, to support, give input, help plan, provide ideas and ask questions. 

We have an ENAEP PAC every first Monday night of the month (Unless there is a holiday) from 6:00 – 6:30 PM. We meet at Lake Washington High School but also have a virtual link below!

Article I
Name of the Committee

The name of this committee shall be the Eastside Native American Education Parent Committee; hereafter to be
called the Parent Committee.

Article H
Purpose of Parent Committee

Advises Bellevue, Lake Washington and Northshore School Districts regarding the special
educational and culturally related academic needs of American Indian and Alaska Native student
Assists in the identification, assessment, and prioritization of the special educational and culturally
related academic needs of American Indian and Alaska Native students served by the program.
Consults with, and is involved in the development, operation, and evaluation of the Title IX
program.
Approves, in writing, the Title IX grant application, proposed budget, and any subsequent formal
application amendments. Approves or denies inclusion of Title [X funds in a Title I district-wide
project.
Reviews the qualifications, assists in the interview of job applicants, and makes recommendations
concerning the hiring of Title IX-Indian Education personnel with consideration given to using the
best available talents and resources, including individuals from the Indian community. At least one
parent representative from each school district will have the opportunity to assist in the process.
Conducts regular, open meetings. Develops, in conjunction with the school district, reasonable bylaws by which it conducts its business.

Article I

Number of Members: The total number of members on the Parent Committee will be no less than
five (5) and no more than fifteen (15).
Composition: Parents of Indian children in the participating School Districts, teachers, and if
appropriate, Indian students attending secondary schools; the membership of which is at least
more than one-half parents of Indian children. There will be at least one parent from each School
District on the Parent Committee.
Term of membership: All members of the Parent Committee will serve a term of one year.
Members may be re-elected.

Voting Rights: Once elected to the Parent Committee, all members are eligible to vote on all
issues being addressed by the Parent Committee. Each member on the Parent Committee is
entitled to one vote. Voting is accomplished by voice or raising of hand. Proxy voting is not
permitted. All Parent Committee meetings are open to the community.
Election of Members: See Article V – Elections, Section 1 – Annual Meeting.
Dues: Dues is not required for membership.
Resignation: A member of the Parent Committee may resign by giving written or verbal notice to
the Parent Committee Chairperson.
Vacancy: A vacancy can be filled at any time by a quorum of the Parent Committee. The new
member will serve for the remaining term.
Removal: A member of the Parent Committee who has three unexcused consecutive absences or
who fails to perform duties and responsibilities in a manner that is satisfactory to the committee,
can be removed by a quorum of the Parent Committee
Ex-officio: The project coordinator is an ex-officio member of the Parent Committee and is not
entitled to a vote, except in the case of a tie.
Eligibility: Parents of American Indian and Alaska Native students, interested teachers and, if
applicable, Title IX secondary students are eligible to serve on the Parent Committee.

Article IV
Meetings

Frequency: Regular Parent Committee meetings will be held once a month.
The Chairperson, Parent Committee or program coordinator can call special meetings.
Calendar: A schedule of regular meetings of the Parent Committee, including the date, time and
place, will be determined at the first Parent Committee meeting in the fall. The calendar will be
mailed to the families of all American Indian and Alaska Native students.
Notification: Notification of all regular Parent Committee meetings will be given in writing or
electronic mail to Parent Committee members and to the families of Title IX students at least five
(5) days in advance. Notification of special meetings can be done by phone.
Minutes; Minutes will be recorded at all meetings.
Agenda: An agenda will be prepared for each meeting.
Open Meetings: All regular scheduled meetings of the Parent Committee are open to all parents
of American Indian and Alaska Native students; and to the public.
Quorum: A quorum of the Parent Committee will consist of a majority vote of the elected
members.
Robert’s Rules of Order: All regular and special meetings will be conducted in accordance with
Robert’s Rules of Order.
Public Hearing: The applicant, Lake Washington School District, will hold at least one or more
public hearings before submitting the annual Title IX grant application. A written notice of the
public hearing will be mailed to all parents/guardians of American Indian and Alaska Native

students, Parent Committee members, officers and school district representatives at least two
weeks prior to the hearing date. A timely announcement will be placed in the local newspaper(s).
The purpose of the public hearing is to provide full opportunity for parents, teachers and, if
applicable, secondary students to understand the program, authorized activities available under
Title IX, and to offer recommendations regarding the program. The applicant will provide an
explanation of “supplement, not supplant.” After approval of the new/continuation grant
application by a vote of the Parent Committee, the applicant will obtain written approval of the
grant by the Parent Committee.

Asticle V
Elections

Annual Meeting: The Annual Meeting will be held in October. The program coordinator will mail
a notice of the Annual Meeting to all parents of American Indian and Alaska Native students in
the three participating school districts at least two weeks prior to the meeting date.
Purpose: The purpose of the Annual Meeting:
a. Nominate and elect new Parent Committee members.
b. Nominate and elect Parent Committee officers. The officers are nominated and elected
from the newly formed Parent Committee.
c. Disseminate information regarding the Title IX project to families of American Indian
and Alaska Native students.
Composition: See Article III, Section 2 – Composition
Eligibility: See Article ITI, Section 11- Eligibility.
Voting Rights: All parents of American Indian and Alaska Native students enrolled in the three
participating school districts are eligible to vote in the election of parent members to the Parent
Committee. Parents are selected by a majority vote in the open election.

Article VI
Officers

Officers: At the Annual Meeting a simple majority will elect Officers from the membership of the
newly formed Parent Committee. They officers will assume the duties of office immediately. The
officers of this Parent Committee will consist of a Chairperson and a Secretary.
Duties: The duties and powers of the Parent Committee officers shall be as follows:
a. Chairperson: The Chairperson will be a parent of an American Indian/Alaska Native student
served by the project. The Chairperson will provide leadership and will serve as an advisor to
committee members and officers. The Chairperson will preside at all meetings and will be
responsible for coordinating the agenda with the program coordinator.
b. Secretary: The Secretary will take minutes at all meetings. The Secretary will maintain a
repository of minutes for future reference.
c. There is no Treasurer. Copies of monthly budget reports will be maintained by the sponsoring
school district and will be available on request. The program specialist will give a monthly
budget report to the committee.
Term of Office: Officers of the Parent Committee will serve a term of one-year. Officers may be
re-elected.

SIGNATURES:

Vacancy: A vacancy in any office may be filled before the next Annual Meeting by a quorum of
the Parent Committee. The new officer will serve for the remaining term.
Removal: See Article III-Section 9 – Removal.
Article VII
Committees

Special and Standing Sub-Committees: can be created by the Parent Committee for the purpose of
promoting its objectives. Members may volunteer or be selected by simple majority. The
Chairperson of the Sub-Committee will carry out the duties and report to the full Parent
Committee.

Article VIII
Amending By-Laws

By-Laws may be amended at any regular meeting of the Parent Committee by at least a two-thirds
vote of the members present and voting, provided the amendment was submitted in writing to the
membership at a previous regularly scheduled Parent Committee meeting.
